Executive recruitment in Saudi Arabia
Last reviewed
Gas and Oil Recruitment is a London-based specialist desk that runs retained executive searches for Saudi Arabia: country managers, general managers of in-Kingdom entities, and vice-presidents of operations, wells, projects or HSE. We approach Western leaders who have already held a comparable Gulf mandate, and Saudization still governs every hire.
What “executive” means on this desk
In-Kingdom hiring managers and Western headquarters both use executive recruitment in Saudi Arabia when the seat sits above a single package: a country manager, a vice-president of operations, a functional head of wells or projects, a general manager of an in-Kingdom contractor entity. We search for people who have already held a comparable mandate in the Gulf or a similar owner–contractor system.
Gas and Oil Recruitment is a British international house. Energy executive search is the language Western headquarters already use. Inside the Kingdom the useful word is international. We do not recast every senior engineer as an executive to thicken a brochure.
Seats we will take
Leadership of the entity or function
- Country manager / general manager of an in-Kingdom vehicle
- Vice-president or director of operations, wells, projects or HSE
- Functional heads who report to a Western or Riyadh board
How the search is run
- Retained or exclusive — not a speculative CV drop
- Confidential approach where the incumbent must not see the brief
- Permanent or a long secondment that behaves like permanent
Quota still governs the hire
Engineering localisation of 30% across 46 professions (SCE accreditation; SAR 8,000 floor) has been in force since 30 June 2026. Project-management professions move to 70% Saudization from 14 February 2027. An executive title does not suspend those rules. We place Western leaders where the mandate is scarce and the establishment’s quota allows.
Timing a retained executive search into Saudi Arabia
Country, functional and programme leadership briefs often land in the September–early December wave (still-live budgets, desire to seat people before year-end) and again from January to the start of Ramadan (new budgets). Confidential approaches and board calendars stretch; starting a retain in midsummer usually means slower loops, not a closed market. An executive title still does not suspend Saudization — timing only affects how fast a shortlist can move.

Not the neighbouring lanes
A project director who owns one package belongs on oil and gas project director recruitment. A wells superintendent belongs on drilling superintendent recruitment. Mining and EPCM leadership sits on mining engineer and EPCM recruitment. This page stays on executive and leadership hiring into KSA.
Western headquarters that already buy energy executive search can treat this as the Saudi leadership lane of the same British house.
What this house will put its name to
Gas and Oil Recruitment is a British London specialist oil and gas recruitment desk. We do not invent client logos, placement counts or awards. We do not run a speculative CV drop on executive seats.
Western seats we actually work
- Country, functional and programme leadership
- Drilling and wells superintendents, and well-site leaders
- Oil and gas project directors and EPC delivery leads
- Mining engineers and EPCM leadership on minerals programmes
- Permanent commissioning managers who stay into operations
What we refuse
- Graduate, technician or high-volume crew farming
- Employer-of-record or iqama processing as a product
- A Saudization or SCE workaround
- Doorway pages for every Gulf city
- Client logos, placement counts or awards we cannot evidence
How a retained executive search into Saudi Arabia runs on this desk
We do not publish placement counts or client names. What we can show is how the work is done, so a Western headquarters or an in-Kingdom board can judge the method before it retains.
- Mandate call. Entity or function, reporting line, in-Kingdom or FIFO, and the quota headroom you already know. If the seat is really a project-director or superintendent brief, we say so and point you to that lane.
- Localisation check first. We test the seat against engineering localisation (30% across 46 professions, SCE accreditation, SAR 8,000 floor, in force since 30 June 2026) and the 70% project-management Saudization step from 14 February 2027 before any approach is made.
- Confidential market map. Named approaches only to leaders who have held a comparable mandate in the Gulf or a similar owner–contractor system. No CV drop, no advertised shortlist.
- Shortlist with written reasoning. Each candidate comes with why they fit the mandate, what they have not done, and what they would need in the Kingdom.
- Offer and mobilisation. We stay on the brief through offer, notice and arrival, and tell you early if the timing will slip.
Who you deal with

Hiring-manager questions
Is this retained search or a CV drop?
Retained or exclusive. We do not run a speculative CV drop on executive seats.
Does an executive title bypass localisation?
No. An executive title does not suspend those rules. We place Western leaders where the mandate is scarce and the establishment’s quota allows.
Country manager or project director?
A country manager, general manager of an in-Kingdom vehicle, or functional head belongs here. A project director who owns one package belongs on oil and gas project director recruitment.
Is Q4 a better time to retain for a country or functional head?
It is often a practical window because boards and programme offices are active before year-end and again after January budgets. We still run exclusive searches year-round when the mandate is scarce and quota allows.
